For this again I would check by replacement the Cathode bypass electrolytic on the audio output tube. That cap is there to place the cathode at signal ground so the entire input signal is impressed upon the grid-cathode circuit. any audio signal that exists on the cathode, because of a loss of capacity/increased reactance, is effectively producing negative feedback--reducing the gain of the amp.
