Schematic shows 1.5 A AC input and 3 A at 12V output.  My guess is the 15 was a 
missed decimal point typo.

If it is blowing on the input side:
1) verify the charger socket for the TR-22 is not shorted and that nothing is 
plugged into it.
2) unsolder the output of the 14V transformer (aka input to the bridge 
rectifier) and see if it still blows the input fuse.  If it does, it sounds 
like a bad transformer.  If not, then it is the electronics.

Make sure the switches, socket etc on the input side are wired per schematic.  
That could be causing an immediate short which would pop the fuse.  Sometimes 
"service technicians" do some strange modifications/corrections/adjustments to 
equipment.

The schematic shows a 1 1/2 amp fuse. I replaced the original fuse with a 1 1/2 
fuse and it blew without being connected to anything. IE turned on only.
