I don't know where the 15A fuse is shown, I don't have a manual for the AC-10. But I would say that it actually SHOULD be a 1.5A fuse as it is in the primary (120 VAC). This is good for 180 Watts. The secondary is fused with a 3A fuse, which at 13.5 VDC is good for ~40 Watts. My understanding is that the rear panel 120 VAC outlet is for a charger, so not a lot of power expected there either. So assuming you don't have some large device plugged into that rear panel AC outlet, the problem is inside the AC-10.

All that aside, most likely you have a shorted filter capacitor and or rectifier diode(s) causing the 1.5A fuse to blow. If you are unable to test the filter cap, I'd check the diodes with an ohmmeter and if ok just replace the cap and see if the fuse still blows! If it does, then you may have a shorted transformer, etc., but my bet is on the cap.

The schematic shows a 1 1/2 amp fuse. I replaced the original fuse with a 1 1/2 fuse and it blew without being connected to anything. IE turned on only.
