The vtvm..sure and an RF Probe for it (DIY), a signal generator is nice
to have although one can do a lot of work with no or rudimentary
generator.
The single most useful piecc of equipment, in my opinion, is a scope.
Not just for troubleshooting and alignment of radio equipment..for any
electronics. A 60MHz, 2 channel, triggered scope can be had for about
the price of a r-4 and will last a lifetime. More is better of course
but yes, they are expensive. A decent one, ie Tektronix, HP analog,
Philips, etc, will nearly replace a vtvm for many measurements. So..a
scope and a fluke multimeter w/o a vtvm is actually a much more useful
set-up.
Also, the cost of counters has dropped amazingly in the last 20 years so
for radio work should be included in the list. A counter will allow you
to operate with a much less capable signal generator.
Finally, learn to use the scope like it was an extension of your hand!
This of course all depends upon the type of work you want to do.
classic ham rigs with tubes or transistors is pretty straight forward
and much can be done with no real expensive test gear. VHF, rf preamps,
PLL alignments, microproc and digital troubleshooting require
progressively speciallized test equipment.
Don't neglegt a good soldering station and the best hand tools you can
find. Needlenose, side cutters, etc.
Test equipment is a lifelong collection of stuff in many cases.
