Easy, that's the frequency of the Carrier Oscillator in the T-4X!!  :-)

I 'think' what they meant was ~1 kHz below 5645 kHz, or 5644.000 kHz. The transmitter CO runs at 5644.050, with a series capacitor to shift it UP ~900 Hz to 5645 kHz for CW and AM. The same thing is used in the receiver for accurate transceive. The 5595 kHz is for AM only.
