My T-4X is the same here...

I had a similar experience many years ago on 10 with my old Heathkit SB-400 
transmitter: no matter what I did, I was lucky on a GOOD day if I could get 
some 30-watts outta that rascal on 28-MHz, even with a fresh pair of properly 
neutralized 6146As. At one point I even went so far as to experiment with the 
inductance on the pi-tank coil, all to no avail.

The T-4X is hardly that bad, but the output of mine is definitely slightly less 
on 10-meters than on others...
