I used to work in the service dept at the Heath Company from 1966-1969 and had my fingers in many an SB-100-200-300-400-401-HW-100-101-102, etc, etc. What was considered normal for the dual 6146 output radios was 100+ watts measured for 80, 40, 20, with 90-95 on 15m, and 80 on 10m. Some had more, and most of the radio that didn't meet this spec needed final replacement.(soft tubes) When tubes are weak, usually the highest band suffers the most.
I have also worked on commercial Motorola and GE radios for 37 years, and the 100 watt VHF low band normally drew about 20 amps. The 100 watt VHF hi band drew 25 amps, and the UHF 100 watt radios drew about 30 amps. All for the 100 watts measured output. As freq goes up, efficiency goes down. If the appropriate drive is there, this is what was fairly normal. At one point I even went so far as to experiment with the inductance on the pi-tank coil, all to no avail.
