Try looking to buy a new one. It has been a good while but I purchased the 
exact relay from Relay Specialist.

I would look that relay over pretty carefully.  About the only way it 
could be "hanging" is if is veryt dirty or the spring is corroded or 
similar.  If that is not the case, then perhaps the driving tube is bad  
(6EV7 in a TR-4).  My bet is on the tube.
