Because nobody's done the work to support it. It shouldn't be that hard
- the main difference is the texture coordinates in the arb version are
0..1 rather than 0..width or 0..height.
I'm not yet convinced the r200 actually can support GL_ARB_texture_npot.
No commercially available driver supports it, safe GeForce6 and Volari.
I've checked the windows driver for my 9000pro, and it is not supported
in DirectX neither (with DXCapsViewer), only the conditional
non-power-of-2 textures (same restrictions as GL_EXT_texture_rectangle,
i.e. no mipmapping, no wrap modes etc.) are.
