The problem is that with N texture units you currently need to be able to have N textures of maximum size and maximum color depth bound to a texture unit. This means they all have to be in texture memory at the same time. With given texture memory that limits the maximum size of textures. Increasing the AGP size (option GARTSize) in xorg.conf would increase the amount of available texture memory which would allow larger textures too.
