Hi Valerie,

to answer your last question first, I think what your IT department means
by "Online Storage" is all types of hosting where the actual DSpace
software and uploaded data resides on servers outside of your IT
infrastructure.

If you install DSpace on servers inside your IT infrastructure, no "Online
Storage" according to this definition would be involved.
However, hosted DSpace services like DSpace Direct or its competitors are
likely considered "Online Storage" by your IT department.

It is safe to assume that you will at least need some assistance from a
system administrator in your institution to get DSpace running in
production.
For example for making your DSpace installation secure (by installing HTTPS
certificates) or for registering the URL you want (like
myrepository.mylibrary.edu) in the DNS records of your institution.

The DSpace community continuously works on improving the installation
instructions:
https://wiki.duraspace.org/display/DSDOC5x/Installing+DSpace

I would recommend the library person who wants to take on the installation
to review this page to see if the steps are described in enough detail so
that he or she could do it.
If not, please post your questions or feedback either on the dspace-tech
mailinglist, or as a comment on the installation wiki page.

Even if you are running on your own infrastructures, companies like the one
I work for, Atmire <http://www.atmire.com>, can assist you with the
installation and configuration.

with kindest regards,

Bram Luyten
