The original logic, as XMLUi was authored prior to JSPUI, was that if this was 
set, the Repository/Community/Collection Admins would be the only ones able to 
see stats on the Repository/Communities/Collection they have rights on.

This was working when originally implemented.  We will need to first verify it, 
then debug why it is happening and then correct it.

I believe there are two issues.  

1.) That the statistics page is still viewable by non-admins when it is set

2.) the "View Statistics..." link is still present on the navigation options.
