The primary requirement is that it be in the Maven Central or other 
repositories that we use.  JDOM is only at 1.1 in the maven central repository.

You'll need to motivate the maintainers of the JDOM releases into Maven central 
to get 1.1.1 into there.  If they are not responsive, then we can talk with the 
Maven folks about taking "stewardship" of the version release.

At this time we rely heavily on the dependencyManagement of the dspace-parent 
pom for these version assignments.  I do update them periodically when working 
on the underlying infrastructure.  For instance I recently am updating some 
cocoon dependencies and testing Spring 2.5.6.
