As per last dev meeting, we'll go ahead with "Invalid ?type= value throws 404,
empty browse defaults to first browse index", but this is dependent on being
able to get XMLUI serving 400 and 404 responses properly (see DS-768). We
didn't cover what happens with an invalid arugment, eg. ?blah=foo instead of
?type=foo. My gut is still 400 for that, but since we didn't vote for it, I'll
leave it for the DS-754 "revisit responses" task
