Kim,

I'd say go with your gut and just return a 400 for completely wrong arguments 
(your "?blah=foo" example).  It's probably best to make sure that returns 
something *other than* 200, if possible.  As you mentioned, we can revisit 
these decisions for 1.8 in the DS-754 'revisit' task.

Thanks for your hard work on this one!  It's a shame that the DS-768 Cocoon 
issue is still getting in the way of us throwing a proper 404 error from XMLUI.
