The only explanation that I have ever been able to come up with is that if you enter an item handle in a browser the item needs to be displayed in the context of some collection, the owning collection.
Not a serious suggestion but - you could effectively abandon the current community/collection structure by only having one collection, depositing everything in there, and then tag items with keywords as required.
