I'll also add that dspace-solr is a skinny war and that the dependencies
calculated/resolved in the modules/solr/pom.xml overlay. This is critical to
keep bandwidth to a minimum. I'm not convinced that we should be trying to use
a war provided by Apache if it is not skinny.
If your just pushing the LocalRestirctionFilter and web.xml into
modules/solr/src... I'm tolerant about doing that, but it shifts compilation
of that Filter into an overlay. I've been of the opinion that no compilation
be present in the binary release of DSpace.
