Hi Mark,

It might be worth taking a small step back here, as I think there's several 
things happening in these tickets that have branched off from DS-587 (including 
DS-996 and DS-1004).  Some of those things may be rather obvious to add to 
1.8.0, and some may be controversial (which you made a good point about).

First, the seemingly non-controversial proposals:
(1) Actually add an XMLUI Tombstone page (one currently does not exist at all)
(2) Perhaps give people the ability to add their own "default" reason/extra 
info to *every* tombstone page (this would be just a simple Messages.properties 
or messages.xml key).

As you've pointed out, the main area of controversy is:
(3) Whether we allow for a custom 'reason' message on each withdrawn item (via 
Richard's metadata based method), or wait for a better implementation after 
1.8.0.

I just wanted to make this clear.  

I'd hate if #1 (lack of an XMLUI tombstone page) was overlooked because of 
other issues (as I'd actually consider this a bug).  
#2 may or may not be as useful without custom withdrawal reasons, but it could 
be worth discussing as a "basic feature" that would be non-controversial.  
Obviously it only gives you the ability to add a default reason for everything, 
but maybe that's still a worthwhile feature?
#3 is the real area of controversy here, which you have major concerns 
with...if we want to wait on this until after 1.8.0, that's fine.
