If I understand this correctly, the metadata will still display, along with a 
withdrawal reason. (Where will that reason appear?) If so, then I agree with 
all the comments above that getting tombstone functionality in there, even if 
it's simplified, is the right thing to do.

As Richard points out, withdrawing an item is a rare enough occurrence that the 
need for an administrator to go in and tweak/rewrite a metadata field to 
over-ride the default message is not a big deal. On a side-note, I agree with 
Tim that leaving the withdrawal metadata in place if an item gets reinstated is 
not ideal, even if only an administrator can see it. That now-defunct tombstone 
should, however, be captured so that administrators can track all activities on 
the item e.g. via a provenance field. (That may already be happening 
automatically -- I can't remember how DSpace out-of-the-box handles this!)
