A few comments to Jim:

Just to be clear (which I fear I haven't sufficiently been): out of the box, 
the *only* thing that will display on the tombstone page is a label followed by 
a reason string,
which latter can *either* be a fixed default value, *or* the value of an item 
metadata field designated as the one that holds withdrawal reasons, if it 
exists for that item.
However, since the item has been 'looked up' and placed in the tombstone.jsp 
page, one can *customize* the page by adding as much additional item metadata 
(in addition, that is, to the reason metadata field) as one likes, by 
modifiying the 'tombstone.jsp' page. For JSPUI, this is the recommended way of 
doing local customizations, and is fairly lightweight.

You raise a good point about reinstatement (need to preserve the reason), and I 
see this an argument for building this functionality in stages, as we 
understand all the requirements. If we automatically were to delete the custom 
reason field upon reinstatement, then that data would be lost.
