This patch contains the original CC Web Services bits and adds all themes in
XMLUI to support the same. Also, there is a new property in the dspace config
file, webui.submit.include.cc-name. When set to true, the cc license name will
be added at submission time during the selection of the cclicense. Otherwise,
only the cc license uri is set. There is a curation task, fetchccdata, which
also has the ability to add the name, and is included in this patch as a
separate file. TBD is integration with jspui and web service code, and/or a
regression fix for jspui.
