Responding to Tim's comments:

If you do (1) now, based on past experience, we will never achieve (2) because 
theres never been a case where we've "taken code out" of the trunk after its 
been placed there.  

This happens because theres never enough consensus in the committer group to 
achieve async release processes.

If we've truely adopted the "Apache Way", then now is the only time that 
individual committers have the ability exercise this "individual" power over 
the direction of DSpace decision making, where their singular voice caries the 
greatest weight.

For instance, if one were to say, right now, that they didn't support SWORDv2 
going into DSpace 1.8.0 in its current form and veto it (this is a hypothetical 
extreme), then given our policies, it would be "required" to be removed by the 
original committer, after the release, the individual looses this ability and 
has to convince the developer group that it shouldn't be there in its current
