I wonder if we should take this opportunity to update our version of 
maven-license-plugin.   I noticed that the more recent versions have a 
<useDefaultExcludes> option which automatically excludes many of the IDE files 
& normal maven files (i.e. our long list of <exclude> values can be vastly 
shortened & simplified).

I've attached a patch for dspace-pom (Tim-dspace-pom.patch) which upgrades us 
to maven-license-plugin 1.9.0.  I'd like to apply this to the dspace-pom & 
release a version 12, if it's OK with you.  Generally speaking, I think this 
upgrade will allow us to simplify our other POMs as well (and simplify this 
process of excluding non-DSpace files which have been given the wrong license).
