All,
I'll start making this change immediately (as I've done some local testing & 
this upgrade seems to vastly simplify things locally).  So, expect a release of 
dspace-pom version 12 later today with these modifications. Then I'll move on 
to a cleanup of Trunk poms once version 12 is out there in Maven, and make any 
final tweaks necessary to allow us to close this ticket.

MarkW, I like the idea of a 'start of release cycle' checklist.  We could even 
add it to the existing Release Procedure at the top, and say something like "At 
least a few weeks/month before release, the Release Coordinator or someone 
designated by him/her should examine the following: ...."  Then list various 
things like you've mentioned: check versions in poms, suggest upgrades, release 
new version of dspace-pom as needed, etc.  It could just serve as a reminder 
for us in the future, so that we can make these changes earlier on before it 
becomes too "last minute".  I also wish there was such a helpful Maven plugin 
(but I'm unaware of one).  If someone wants to start such a list, please feel 
free. I'll gladly help out.  If no one gets to it, I can try and start one once 
I'm able to clear my plate a bit more :)
