I believe this is now resolved (as far as I can tell).  We are no longer 
re-licensing third-party libraries such as Scriptaculous, JQuery, etc.

I've removed the DSpace license from Scriptaculous and JQuery libraries (see 
commits r6715 and r6716).  I've also released a new version of dspace-pom 
(v.12) with the changes suggested in my patch above.  Finally, I've committed a 
series of changes (starting with r6702) which update licensing across all of 
DSpace (many source files still had invalid or outdated or even duplicate 
licenses).

I think I've caught everything & license headers should now be correct across 
all of DSpace.  So, I'm going to mark this issue as "fixed".  If anyone notices 
anything that is still incorrect, we can always reopen this at a later time.
