Just noting that I tried to fix the filtering problem, but I haven't found any 
solution (nothing I tried helped).

It seems to me this problem wouldn't happen if our config files were xml based 
(and therefore declare their encoding), for which Maven is able to determine 
the encoding.

It might be worth to ask Steve, the author of the filtering feature:
