I would propose to split this tickets into to two. We have two problems:
1) DSpace reads some file expecting the wrong charset.
2) Maven reads the build.properties ISO-8859-1 endoced.
The first of the problems is solved. If the pull request gets merged we would
have at least a work around for the second one (write attributes containing
accents or german umlauts directly into dspace.cfg). To solve the second
problem we probably have to investigate more on mavens filtering or we even
have to contact the maven project.
