Mark, I'd like to reopen the discussion about the need for a privileged context 
to enumerate the active contexts. An alternative has occurred to me - we can 
assume all dspace modules / webapps use the dspace-api and/or dspace-services 
module. Can we make one of these modules enumerate which webapps are active? Is 
this possible directly, or indirectly e.g. by finding who uses a 
DatabaseManager/Service singleton?
