The database table sounds like a good idea. DSpace kernel (or whatever 
component starts first) could empty the table on startup and each webapp could 
add it's name and getServletPath() URL there when it starts. The default UI is 
the one that dspace.url points to and we could verify which webapp it points to 
by fetching it's "service document".
