OK, it's easy to create an MXBean to provide the wanted information BUT there 
doesn't seem to be any vendor-neutral way to discover JMX agents in other 
processes on the local host without enabling remote management, i.e. sites 
would have to configure Tomcat with many weird vendor-specific system 
properties in order to enable this.  No Go.  It looks like the ugly scratchpad 
DB table is the way to go.
