DSpace should allow submitters (or maybe just Admin users who happen to be submitting content) to change the access rights of Items during the deposit process. This would be similar to the idea of the "Access" page (added as part of the 3.x Embargo feature), but would optionally allow someone to modify which Groups should have READ access on the Item (and its files). Currently, if a DSpace Administrator wanted to submit a single Item which has limited access (e.g. only the "Mathematics Department" can access it), they would have to do something like: * Submit the Item (making it temporarily public) * Locate the newly submitted Item and Edit it * Manually change each policy one-by-one to only allow the "Mathematics Department" access. As you can tell that process is not ideal. There needs to be a quicker way to allow individual submissions to have limited access applied.
