Hi Tim, you seem to be aware of the 3.x Embargo Access page. I fail to see what you're proposing here that the Access page doesn't already do. You mention that it should allow submitter to select groups to which a policy applies, but it already does allow that. (It doesn't allow you to select an individual eperson, but you're not asking for that here.) Is there something I missed? Please explain in terms of what's missing on the Access page.

DSpace should allow submitters (or maybe just Admin users who happen to be submitting content) to change the access rights of Items during the deposit process. This would be similar to the idea of the "Access" page (added as part of the 3.x Embargo feature), but would optionally allow someone to modify which Groups should have READ access on the Item (...
