You're right that for code contributions, we prefer Pull requests, but for translations we don't require it, you can just as well attach the file to Jira. You can contribute translations at any time. Usually we release langpacks as soon as several language changes accumulate or together with a minor DSpace release. So if you submit it now, it will likely be added automatically for anyone who installs DSpace 4.1.
