With that code in place, I can submit via SWORD items generated by EasyDeposit again, which didn't work before. I can also submit via SWORD an item exported using [dspace]/bin/dspace packager -d -t METS
So as far as I'm concerned, this works now -- however I don't have any test items with ADMID on the fileGrp element; it would be good to check that those are still ingested as expected. On the other hand, Tim's logic sounds good to me and the code change is relatively straightforward, so maybe it's enough if someone else who is reasonably familiar with METS could have a look over the change.
