This seemed like a straightforward fix to me too, but I just hadn't had the time to do it yet. The AIP Backup & Restore process *will* create METS files that have an ADMID for <fileGrp>. So, that's the best way to test the other scenario. I'll try out your PR with an AIP backup and restore and ensure that it works (it should).
