"Running it manually" is how it's done with Oracle anyway. :-)
Since we're in the middle of figuring out a migration path from Oracle to PostgreSQL, I just thought it prudent to point out that since we are on a 3.x Oracle-based repository, we still have to deal with this bug, since it's a bug with the data in the database. I'll try to remember to add a note of caution to the docs. But at least I've mentioned it here.
Also, we might consider making the Discovery index script a bit noisier about how many items it has ignored due to this flag. It may not be an error condition to ignore everything... but if it is not intentional, it would be helpful information for the repository admin to have.
