As the bug here is in 4.x, this bug fix should go in the "dspace-schema_3-4.sql" file and should be released in 4.2. Otherwise, it will be "impossible" to run Oracle + DSpace 4 + Discovery.
We'll also need to add a special note to the 4.0 -> 4.x upgrade docs to tell Oracle users to re-run "dspace-schema_3-4.sql" after upgrading to 4.2 or above: https://wiki.duraspace.org/display/DSDOC4x/Upgrading+From+4.0+to+4.x
