Existing Oracle 4.x users should be notified via a note within the 4.0 -> 4.x upgrade instructions:

Since this is an upgrade task, we just need to highlight the fact that existing Oracle 4.x users will need to run that SQL command manually in order to fix this bug in their existing 4.x instance.
