I just found out that repositories are considered continuing resources and so can get ISSNs. The library can be considered as the publisher. This also gets the repository into OCLC.
https://www.loc.gov/issn/faq/index.html has lots of info. https://portal.issn.org/requesting-issn apply for the ISSN.
