Yes, The Digital Collection Gateway is an excellent tool to get the items in the repository into OCLC. Getting an ISSN only gets the collection as a work into OCLC. Just like a journal, JAMA, has an ISSN and can be found in OCLC but all the separate papers can't. So the repository, LPI Contributions, but not all the contents will be in OCLC from the ISSN registry. Different level of description.
