Repositories can be harvested by OCLC with Digital Collection Gateway, https://www.oclc.org/en/digital-gateway.html without an ISSN. "The Digital Collection Gateway is available at no charge to institutions that want to contribute their metadata to WorldCat." It is a self service way to map your OAI-PMH metadata for harvest by OCLC. We created a custom Qualified Dublin Core XSLT mapping to optimize the harvest of our collections by OCLC. https://github.com/VTUL/vtechworks/issues/715 is the issue that outlines our work.
