There has been a significant effort on the part of Tim Donohue to improve this (via a patch for 1.4.x which is available as part of the default capability of DSpace 1.5). Configurable Submission allows an Application Developer to easily extend, rearrange and improve upon the existing submission workflow directly in DSpace. With the inclusion of Manakin as an alternate UI implementation for DSpace you can choose to do this in JSP or in Cocoon. The complete benefits of doing this are that you do not have to save anything outside of DSpace, the Item exists in the Submission Workflow of DSpace and is editable by the submitter there. You can use DSpaces Authorization/Authentication controls to tune the users access control. IMHO, the overhead of having to maintain a custom workflow outside of DSpace will become more salient the more you analyze possible solutions. I say this not because I'm biased by any particular language, but simply because in maintaining a solution on an existing platform, one wishes to keep it as "thin" as possible.
