I recommend looking into having your PHP use the DSpace LNI and
METS SIP package ingester to submit the content.  It will be much more
stable than the DB or even the Java API, probably easier to get to
from PHP as well.

The PAWN project -- see http://adaptwiki.umiacs.umd.edu/twiki/bin/view/Main/PAWN
mentions a similar independent SIP generator.  Maybe you can even
leverage some of its code.  I don't know any more about PAWN than the URL,
just ran across it in the course of research on something else.
