Hello Matthias,

you can define up to 3 workflow steps for a collection, the steps are:

Workflow step 1: accept/reject
Workflow step 2: edit metadata and accept/reject
Workflow step 3: edit metadata

You can create the steps during the creation of a collection or later by 
editing an existing collection. I assume that your collection 
123456789/6387 got no worklfow yet.
