The whole point of using handles is to keep those numbers! Don't recreate them by hand! There are multiple ways of migrating DSpace contents, the easiest being probably AIP which can also keep the handles, but is only in 1.7+. If your old DSpace 1.6 or lower, I recommend that you dump the database, restore it on the new machine and upgrade the schema.
