I believe that the harvester does not conform to the OAI-PMH
specification and better be fixed. In particular:

http://www.openarchives.org/OAI/openarchivesprotocol.html#GetRecord
http://www.openarchives.org/OAI/openarchivesprotocol.html#ListIdentifiers
http://www.openarchives.org/OAI/openarchivesprotocol.html#ListRecords
"metadataPrefix a required argument"

Also note:
http://www.openarchives.org/OAI/openarchivesprotocol.html#MetadataNamespaces
"For purposes of interoperability, repositories must disseminate
Dublin Core, without any qualification."

As far as the workaround goes, it might be an easier hack to just use
Privoxy to add the metadataPrefix argument on-the-fly rather than to
change the order of metadata formats in DSpace. Keep in mind that both
are just hacks and the real solution is to fix the harvester.
