Both old and new system are running on the same server. After setting solr
for DSpace 3.1, old dspace was giving the forbidden request error

I solved it in DSpace 3.1 by changing 'our site url' to 'localhost' in
solr-statistics.cfg
server = http://localhost/solr/statistics

I did the same for DSpace 1.6 by doing this
#solr.log.server = ${dspace.baseUrl}/solr/statistics
http://localhost/solr/statistics

Now solr of DSpace 3.1 is being used for both systems at a time. Is it a bad
thing? We don't have source code available for Dspace 1.6, therefore cannot
just comment out solr code.
