I have not found a way to upgrade the database directly from 1.6 to 3.x but you can upgrade the code directly and then upgrade the database in stages. You will need to start with https://wiki.duraspace.org/display/DSDOC3x/Upgrading+From+1.6.x+to+1.7.x then each additional upgrade. I hope that helps. Good luck!
