Dear Sir,

Regarding the database issue, kindly I need your approval on the following 
scenario:

1.      Create an empty oracle schema for version 3.2 on a new database 11g.

2.      Export full schema (all objects + data) from the current dspace schema 
version 1.6.0

3.      Import that schema into the new empty one that already created in step#1

4.      Run the these scripts: database_schema_16-17.sql, 
database_schema_17-18.sql and database_schema_18-3.sql

Yes, if you're installing on a new, separate system, I recommend you to do an 
ant fresh_install of DSpace 3.2, which (among other things) creates empty 
database tables. You can then drop the contents of the database, import your 
1.6 database from your .sql export and then run the database upgrade scripts 
(database_schema_16-17.sql, database_schema_17-18.sql and 
database_schema_18-3.sql).
