Yes, if you're installing on a new, separate system, I recommend you to do
an ant fresh_install of DSpace 3.2, which (among other things) creates
empty database tables. You can then drop the contents of the database,
import your 1.6 database from your .sql export and then run the database
upgrade scripts (database_schema_16-17.sql, database_schema_17-18.sql and
database_schema_18-3.sql).
